Work Session Staff Report <br />Date: February 26, 2010 <br />To: City Council <br />From: David J Pecchia, Public Safety Director <br />Re: Draft Proposal For Alternative Model for Petty Misdemeanor and <br />Misdemeanor Citations <br />BACKGROUND: <br />The Lino Lakes Police Department continues to explore alternatives to our current operating <br />procedure specifically as it relates to citations. <br />In keeping with the tenets of the Lino Lakes Police Department mission statement of providing a <br />safe community and promoting crime prevention partnerships, we are proposing the following <br />program with the goal of achieving compliance with state laws and city ordnances through <br />education. <br />Staff conducted research on existing alternative models in other jurisdictions and created a <br />program that is designed to: 1. reduce the number of repeat violations and encourage voluntary <br />compliance, 2. provide an educational component to citations, 3. provide the motoring public <br />with an alternative to expensive fines, court costs and surcharges. <br />Please find attached a general overview of the program and sample documents and forms. <br />RECOMMENDATION <br />None - informational only. <br />
