12. Are there "shovel ready" projects like the bike path that could get stimulus funds <br />as transportation? It really pains me to ask this, but we need to get our share <br />because we know other cities are getting more than their fair share! The city did <br />apply for A.RRA funding, in conjunction with Anoka County, for the 35E/14 <br />interchange. S6.8 million was awarded to the project. The City does not have <br />any other "Oualifing" projects. <br />13. Are there polling places that would pay the city to have the increased traffic to <br />their business (coffee shop, Target, etc)? I don't now if this is feasible or legal. <br />See attached response titled 2048.16 Polling Place Designation <br />14. I understand we use Roseville for IT services. What is within our core <br />competency that we could provide and bill out for other cities? <br />Initially the city personnel provided much of our IT hack up services. The level of <br />expertise required today due to networks and security requires us to look outside <br />the organization. We do however, have enough internal personnel to considerably, <br />reduce the cost of this service. <br />15. Without cheapening the city parks, water towers, buildings, etc. but have we ever <br />looked into "naming rights" for city assets? We don't have a TCF Stadium <br />structure, but are there other assets that could provide an income stream without <br />over commercializing the city property and having ill effects on the cities image? <br />There have been instances where a city has sold or permitted advertising on park <br />benches or ball fields, or even squad cars for a fee. 1 haven 't heard of a city <br />selling naming rights fin' a particular municipal faciliti -. This is really addressing <br />a policy decision on the part of the city council whether they desire to use public <br />property in this way and if there are any ordinances or laws in place that restrict <br />the city's ability to do this. It would also entail the logistics of how these are hid <br />out or sold, negotiating of contracts with prospective advertisers, etc... to <br />implement such a policy The city sign naming rights concerns' signage but also <br />non-sign advertising. Off premise advertising signs are prohibited by the sign <br />ordinance. The city cannot modify' the ordinance such that it <br />provides itself special treatment with respect to signs on city property. Additional <br />research would be required to determine if there is any kind of distinction <br />between the name of a structure and alj- prenuses advertising i.e. "Target Park '. <br />16. Aggressively court developers to get business development in our city to increase <br />property tax revenue. Comprise list of advantages our city has like the new <br />reduced paperwork for Army Core of Engineers water studies. As a frame of <br />reference, the Cub store at Centerville Rd and 96 pays over $250,000 in property <br />taxes which also includes over $34,000 in school levies. Staff continues to work <br />with developers and real estate brokers to promote business development. Staff is <br />currently working with developers and property owners in the 35E interchange <br />areas on both site ,specific and area wide plans as well as the Town Center Area <br />and 49-]. Commencement of construction on the interchange is the single largest <br />economic development initiative. The City is working with the Army Corp and <br />
