• • STAFF ORIGINATOR: MEETING DATE: TOPIC VOTE REQUIRED: BACKGROUND: AGENDA ITEM 3B Julie Bartell, City Clerk March 8, 2010 Consider Resolution 10 -19, Approving On -Sale Liquor License with Sunday Sales for Chomonix Golf Course Simple Majority (3/5 Vote Required) Chomonix Golf Course is located in the Rice Creek Chain of Lakes Park Reserve and is owned by Anoka County and operated by their Parks and Recreation staff. The golf course has long held a 3.2 on -sale beer license issued through the city that allows the sale of beverages in their club house and from a beverage cart traveling throughout the course. County staff contacted the city with interest in upgrading the course's license to allow them to serve strong beer in order that they remain competitive in the golf course business. Upon review of state and local liquor license regulations, staff found that the golf course would not qualify for a state issued wine license that is required to allow the sale of strong beer. The County then inquired about the possibility of obtaining an on -sale intoxicating liquor license (allowing the sale of all types of alcoholic beverages). After some research and an inspection of the premises by the state liquor inspector, staff has been informed by the state that the Chomonix facility qualifies as a restaurant under the state's guidelines thereby qualifying them to apply for an on -sale intoxicating liquor license. An application for an On -Sale Liquor License with Sunday Sales has been submitted by Anoka County Golf Course and Aquatics Manager Cori Hinz. The application received by the city is complete and the related fees have been paid, including investigation fees. Insurance information has been provided to the City as required. The Lino Lakes Police Department has conducted a background investigation relative to this application and found no information on the principal applicant that would give a specific reason to deny the application. In accordance with the Lino Lakes Code of Ordinances, Section 701 relating to Liquor Licensing, this application requires approval by the City Council. The code also requires
