• <br />• <br />• <br />AGENDA ITEM 3A <br />STAFF ORIGINATOR: Daniel Tesch, Director of Administration, Interim C.A. <br />MEETING DATE: 22 March 2010 <br />TOPIC: Visitor's Bureau Appointment <br />VOTE REQUIRED: 315 <br />BACKGROUND <br />in October 2009 the City of Lino Lakes approved participation in Minnesota Metro <br />North Tourism, a new convention and visitor's bureau, with the cities of Anoka, Blaine, <br />Coon Rapids, Fridley, Ham Lake, Mounds View, New Brighton and Shoreview. The <br />city's participation was requested by hotel management of the city's two hotels. <br />The city established a 3% lodging tax that is collected from all lodging properties in the <br />participating communities. Under Minnesota Statutes 469.190, 95% of the funds <br />collected via this tax are passed on to the CVB for the purpose of marketing and <br />promoting the city or town as a tourist or convention center, and the remaining 5% is <br />retained by the city to cover administrative expenses. <br />Minnesota Metro North Tourism established the board of directors, which is structured <br />according to the amount of lodging fee contributions each city generated the previous <br />year. Based on the amount of revenue the two hotels in Lino Lakes generates, it was <br />estimated Lino Lakes contribution would be in the range of $40,000, or about 6% of <br />the combined city contributions. <br />Lino Lakes has one board member based on that revenue and it is to be an elected or <br />appointed city representative. Mary Divine has been participating at all monthly board <br />meetings as the city representative since April 2009, as well as strategic planning <br />sessions. The bylaws state that a second board member shall be from the city's <br />lodging industry, and any additional shall be at the member city's discretion. The board <br />also has four at- large members. The manager of the Lino Lakes Hampton inn is one <br />of the at -large members. <br />Per the attached fetter from North Tourism President Kory Lesnick, the by -laws of the <br />Board of Directors require that the first representative selected to serve on the board <br />must represent the city either as an elected official, staff member or a person <br />appointed by the city council who is serving on a city board. <br />RECOMMENDATION <br />Appoint Mary Divine, Economic Development Coordinator as the city representative to <br />the Board of Directors <br />ATTACHMENTS <br />Letter to the council from President Kory Lesnick <br />-41- <br />
