AGENDA ITEM V.C. <br />STAFF ORIGINATOR: Paul Bengtson <br />P & Z MEETING DATE: July 8, 2009 <br />TOPIC: PUBLIC HEARING: Zoning Ordinance Amendment <br />Amending the Zoning Ordinance requirements for <br />Home Occupations /Home Extended Businesses, <br />Residential Parking, and Exterior Storage. <br />BACKGROUND <br />As a part of the 2030 Comprehensive Plan Update, staff identified some issues <br />with the Home Occupation standards and what level of business should be <br />allowed in residential neighborhoods. <br />Additionally, the issue of residential parking and storage is intertwined with Home <br />Occupations. Staff gets a number of calls every month about the rules <br />associated with the various vehicles a site may have stored /parked. <br />As a result, staff has begun to consider amending the ordinance. While much <br />research and discussion has gone on at a staff level, specific text is not yet ready <br />for review by the Planning and Zoning Board. Instead, staff would like to discuss <br />some of the issues and determine if the Board has any specific issues they would <br />like staff to research /consider. <br />HOME OCCUPATION / HOME EXTENDED BUSINESS ANALYSIS <br />The City currently allows home businesses in two formats. The first and Tess <br />intensive is a 'Home Occupation', which is allowed as an accessory use in all <br />residential and rural zoning districts. The second and more intense is a `Home <br />Extended Business' which is only allowed in the Rural Business Reserve zoning <br />district (which is adjacent to 35E only). The current definitions for both are as <br />follows: <br />Home Extended Business. A business conducted as part of a residential use <br />which is beyond the limits and scope of activities for home occupations as defined <br />by this subdivision. <br />Home Occupation. Any activity by a resident carried out for business purposes <br />and which activity is clearly incidental and secondary to the residential use of the <br />premises, and which activity does not change the residential character thereof. <br />• <br />• <br />• <br />
