• <br />• <br />• <br />WS — Item 7 <br />WORK SESSION STAFF REPORT <br />Work Session Item 7 <br />Date: Council Work Session, June 7, 2010 <br />To: City Council <br />From: Michael Grochala, Jim Studenski <br />Re: Signal Justification Report Update <br />Background <br />TKDA has completed the draft Signal Justification Reports (SJRs) for the following two <br />intersections: <br />1) Birch Street /Ware Road <br />2) Lake Drive /Main Street <br />Staff has met with Anoka County to discuss the two projects and information <br />requirements. Anoka County is the roadway authority and their approval is required for <br />installation of signals. The draft reports have been forwarded to the County for their final <br />review. <br />Based on the draft reports, the intersection at Lake Drive and Main Street meets signal <br />warrants based on existing traffic volumes and is likely to be approved. The Birch/Ware <br />Road study failed to meet warrants based on existing volumes but does appear to meet <br />warrants based on future conditions. These conditions include increased future traffic <br />volumes on; 1) Birch Street and Ware Road; 2) Right -in Right -out access modification to <br />Hokah Drive; 3) Extension of Sioux Lane to Hokah Drive; and 4) future residential <br />development north of Birch Street between Hokah Drive and Rice Lake Elementary. <br />Also taken into consideration is the Rice Creek North Regional Trail which will be <br />constructed this summer. <br />A final determination on whether the signal systems are warranted is pending completion <br />of Anoka County's review. Based on the results of the reports, staff will be requesting <br />council authorization to prepare feasibility studies for the project(s) at the June 14, 2010 <br />City Council meeting. A determination on the scope of improvements, estimated cost, <br />and cost sharing, if any, will need to be completed by August. <br />Any proposed questions to be placed on the 2010 General Election ballot need to be <br />submitted to the County by August 19, 2010. <br />1 <br />
