• <br />• <br />• <br />WS — Item 9 <br />WORK SESSION STAFF REPORT <br />Work Session Item 9 <br />Date: Council Work Session, June 7, 2010 <br />To: City Council <br />From: Michael Grochala <br />Re: Charter Commission 2008 Charter Amendment Proposal <br />Background <br />At the May aid, 2010 City Council work session staff was directed to distribute <br />information relating to the Charter Commission's 2008 Charter Amendment proposal. <br />The purpose of the proposal was to amend Section 8 of the Charter relating to public <br />improvement projects. <br />A significant amount of discussion and review was undertaken in 2008 by the city <br />council related to proposed amendment. It was noted during these discussions that from <br />a legal standpoint the existing charter language would be preferable to the Charter <br />Commission proposal. <br />Mr. Steve Bubul, the City's Bond Consul, previously prepared a report regarding the <br />proposed amendment. A copy is attached. Mr. Bubul, at council's request, also prepared <br />a comparison of special assessment rules, including state statue, existing charter, and the <br />charter commission proposal. <br />Council Direction <br />None Required.
