The City shall not assess an owner who submits a sued written <br />statement objecting to being specially assessed, as describe-..d in Subd_ 4, i n1ess the City can prove <br />that the single family residence does not meat the criteria in Subd_ 3 above. <br />Subd_ 6. Later connection. If the public improvements include utilities and the owner connects <br />to one ar mre of those u iiities within five years afMr the eamplenan of DDIStrUZti.D11 of the <br />improvements, then the owner shFill be considered to have consented to being specially assessed <br />for the public improvements. The City may impose the special assessments at that time, in the <br />=aunt that would have been imposed had the owner been specially assessed when the public <br />improvements were constructed_ <br />
