• <br />• <br />• <br />WS — Item 10 <br />WORK SESSION STAFF REPORT <br />Work Session Item 10 <br />Date: 7 June 2010 <br />To: City Council <br />From: Dan Tesch, Director of Administration/Interim C.A. <br />Re: Joint Meeting with the Charter Commission - 8 July 2010, 6:30 p.m. <br />Background <br />In October 2008 the City Council was presented with a written request from The Citizens <br />for Safer Roads to conduct an audit of the practices of the Lino Lakes Charter <br />Commission. An audit was conducted in early 2009 — I am enclosing the audit as we have <br />two council members who were not on the council when this was presented. <br />Since that time the council has committed to meeting with the Charter Commission to <br />discuss a number of on -going issues. <br />We have outlined the following: <br />1. Appointment Process: The commission chair currently asks to receive all applications for <br />appointment and turn them into the appointing authority (district judge). The City Clerk has <br />asked to receive copies of all applications and correspondence but the statute doesn't require <br />it and so far the commission has not shared this information. <br />2. Charter Commission Operating Guidelines — what they can and cannot do. <br />3. Charter Commission Bill Paying Guidelines. <br />4. Data Practices — who is the Responsible Authority for the Charter <br />Commission and where are documents maintained. <br />5. How do we communicate to residents about the Charter Commission <br />and how the city charter works. <br />1 <br />
