• <br />• <br />WS — Item 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item 1 <br />Date: Council Special Work Session, June 14, 2010 <br />To: City Council <br />From: Michael Grochala <br />Re: Comprehensive Plan Review <br />Background <br />The City Council passed Resolution No. 09 -23 adopting preliminary approval of the 2030 <br />Comprehensive Plan for submittal to the Metropolitan Council in June of 2009. The council <br />action included the following changes to the draft plan: <br />• Modification of the Comprehensive Plan forecasts resulting in the reduction of the <br />cumulative 2030 household forecast by a total of 2,000 units. Accordingly, the change <br />resulted in the City's affordable housing goal being reduced from 1,275 to 560 units. <br />• Modification of the Staging Plan to more closely monitor growth by dividing the 10 year <br />staging areas into five year phases. <br />• Modification of residential development densities as follows: <br />• Low Density Residential <br />• Medium Density Residential <br />• High Density Residential <br />1.5 — 3.5 units per acre (no change) <br />3.6 — 6.9 units per acre (instead of 3.6 to 7.9) <br />7.0 — 12.0 units per acre (instead of 8.0 or greater) <br />The revised plan was submitted to the Metropolitan Council in August of 2009. At the request of <br />Metropolitan Council supplemental materials were submitted in October and the plan submittal <br />was determined to be complete. The plan was reviewed by the Metropolitan Council's <br />Environmental Committee and Community Development Committee in November. <br />On December 9, 2009 the Metropolitan Council completed its review of the Lino Lakes 2030 <br />Comprehensive Plan update. The Council adopted the following actions: <br />1. Authorize the City of Lino Lakes to put its 2030 Comprehensive Plan Update into effect. <br />2. Adopt the revised population and employment forecasts. <br />3. Advise the City to: <br />1 <br />
