9.0 Conclusions and Recommendations <br />9.1 Conclusions <br />From the material presented in this report, the following conclusions have <br />been made: <br />• A basic principle of a SWU should be that revenues equal costs. <br />• The Storm Water Utility method is the best financing option because it is <br />fair, dependable, acceptable, and flexible. <br />• A Storm Water utility, supported by the service charge, provides <br />financing for storm water management improvements, based on a <br />particular property's contribution of runoff water to the drainage system. <br />• The utility benefits a community by providing a dedicated fund for <br />drainage system improvements and maintenance and water quality <br />enhancement. <br />• The key elements to the utility approach are: <br />• All properties benefit; and <br />■ All developed properties should pay. <br />■ "Contributors Pay." <br />9.2 Recommendations <br />• A storm water management utility (Storm Water Utility) should be <br />utilized to pay for Lino Lakes' storm water management program <br />drainage system. <br />• Fees shall be based on runoff contributed to the drainage system, <br />following NRCS (SCS) criteria and a two -inch rainfall. Utilizing the <br />Curve Number Values for a type "B" soil. <br />• An ordinance should be prepared as the legal basis for the utility. <br />• The existing land use (vs. zoning) should be used to determine the <br />storm water management utility fees. <br />• The recommended rate for the Lino Lakes Storm Water Utility <br />should be a $2.50 REU per month ($30 /year).
