WS -5 <br />WORK SESSION MEMORANDUM <br />To: Mayor and Council Members <br />From: Al Rolek <br />Date: July 6, 2010 <br />Re: Metro I -NET Joint Powers Agreement <br />cc: <br />As you know, the City currently has a Joint Powers Agreement (JPA) with the City of Roseville <br />for administration and maintenance of the City's computer network, exchange server and email <br />system and phone system. Roseville provides the same services for several other entities, <br />including Arden Hills, East Bethel, Falcon Heights, Forest Lake, Gem Lake, Lake Elmo, <br />Lauderdale, Little Canada, Mounds View, North Oaks, North St. Paul, Oakdale, Ramsey <br />Washington Watershed District, Saint Anthony, Vadnais Heights and White Bear Township. The <br />shared network provides services to over 1,000 city employees working at 95 facilities scattered <br />across a 4 county area. <br />To facilitate the operations of the growing network, an ad hoc users group was formed to discuss <br />operational policies, provide for an equitable cost recovery amongst participants, and to guide <br />deployment of new and emerging technologies. Metro -INET, as the network is called, is one of <br />the largest municipal networks in the State. Since the network provides numerous shared services <br />it has become necessary to develop a governance structure to insure the continued operations of <br />the network in the absence of one or more members. This is the basis for the development of the <br />joint powers board. <br />The purpose of the board is detailed in the agreement. The structure of the board is similar to <br />other local and regional boards including LOGIS, another metro area information technology <br />consortium however a few important differences exist. <br />1) The members of the board include only appointed city staff. As the purpose of the board is to <br />guide municipal operations and deals mainly with providing IT services to city employees, the <br />board must be comprised of those city employees responsible for these services within their own <br />individual organization. This requires the city manager /administrator /clerk represent their <br />organization on the board. <br />
