19 <br />ATTACHMENT 3 <br />CONCEPT PLAN <br />§ 1001.02 -020 GENERAL. <br />(1) , Prior to submittal of a preliminary <br />plat. applicants shall prepare and submit a concept plan_ depicting the subdivision proposal for <br />i,tivicw prior to filing a formal application. The concept plan shall be the product of a <br />collaborative design process. On the basis of the concept plan, the city shall informally advise <br />the subdivider as promptly as possible of the extent to which the proposed subdivision generally <br />conforms to the Comprehensive Plan, to the design standards of this chapter, and to other <br />applicable requirements, and shall discuss possible modifications. <br />(Ord. 04 -03, passed 2 -24 -2003) <br />(2) Purpose. The purpose of the Concept Plan is to provide an opportunity for the applicant <br />to submit a plan to the City showing the basic intent and the general nature of the entire <br />development before incurring the substantial cost of preparing a preliminary plat application. <br />This Concept Plan provides an opportunity for the proposal to be publicly considered at an early <br />stagy„ e. <br />1001.021 -§ 1001.024 reserved <br />& 1001.025 COLLABORATIVE DESIGN PROCESS <br />(1) City staff and the applicant shall meet to collaborate on the design of the project to <br />incorporate the goals and public values in the Comprehensive Plan. Specialists with expertise on <br />the issues and elements of the site shall be included in the process when deemed appropriate by <br />the City or the applicant. For projects that include land within Environmentally Sensitive Areas <br />as indicated on the City's landscape scale map, the discussions and meetings shall include <br />representatives of the Rice Creek Watershed District. The collaborative design process shall <br />include three steps: initial collaboration meeting. neighborhood meeting, and the collaborative <br />design meeting. <br />(2) Purpose. The purposes of the collaborative design process are: <br />(a) to incorporate into the design of the project . the goals and public values in the <br />Comprehensive Plan and other elements deemed to serve public purposes: <br />draft revisions to Chapter 1001 subdivisions draft date June 22, 2010Page 19 of 72 <br />
