Consider 1st Reading Ordinance No. <br />09 -10, Establishing a Storm Water Utility <br />ACTION REQUIRED: <br />BACKGROUND <br />3/5 <br />The City Council has been reviewing the potential of adopting a Storm Water Utility with <br />revenues dedicated solely to funding storm water related activities. <br />The basic premise behind the Storm Water Utility is that users pay, including tax exempt <br />properties. Charges are based on the volume of storm water runoff and land use, not <br />property value. The base unit represents a single family residential home. Multi- family, <br />commercial, industrial and institutional properties are assigned multiple units based on <br />the land use and size of property. The base fee proposed for a single family residential <br />property is $30.00 per year. Without the utility a single family residence with a home <br />valued at $185,000 could expect to pay approximately $50 per year under the current <br />property tax system. <br />A public information meeting was held on Tuesday, July 27, 2010 to inform residents of <br />Lino Lakes about the proposed Storm Water Utility. 13 residents attended the meeting. <br />Issues raised at the meeting included: <br />• how the fees would impact taxes; <br />• how would the funds be used; <br />• the need to insure equality between single family and townhomes; <br />• concerns over the cost of storm water management; and <br />• the ability of residential properties to obtain credits. <br />Representatives from Short, Elliott, Hendrickson, Inc., the city's consulting engineering, <br />will be present at the meeting to provide an overview of the utility and address <br />questions. <br />RECOMMENDATION <br />Open and close public hearing.
