• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />ACTION REQUIRED: <br />BACKGROUND <br />AGENDA ITEM 1A <br />Michael Grochala <br />August 11, 2010 <br />Consider Resolution No. 10 -71, Determining <br />Necessity for the Issuance of General Obligation <br />Bonds and Calling a Special Election <br />3/5 <br />The City has previously received requests from residents to consider the signalization of <br />the Birch Street/Ware Road intersection and the Lake Drive /Main Street intersection. <br />Both intersections are experiencing growing congestion and safety problems. <br />On April 12, 2010 the City Council authorized the preparation of Signal Justification <br />Reports (SJR's) for the intersection of Birch Street and Ware Road and the intersection <br />of Lake Drive and Main Street. While the SJR's still require review by the Minnesota <br />Department of Transportation (Mn /DOT), Anoka County has given their support for both <br />projects. <br />On June 14, 2010 the City Council authorized the preparation of a Concept Layout and <br />Construction Estimate for both intersections. <br />TKDA, the City Engineer, has completed the conceptual layouts and determined a <br />construction estimate. As a matter of policy, Anoka County will not contribute to projects where <br />future conditions are used to satisfy warrant thresholds. <br />• The County will fund 50 % of the Lake Drive and Main Street intersection <br />
