WS — Item 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item 4 <br />Date: Council Work Session, September 7, 2010 <br />To: City Council <br />From: Michael Grochala, <br />Re: Storm Water Utility Ordinance <br />Background <br />The City of Lino Lakes owns and operates a Storm Water Management System <br />comprised of pipes, ditches, ponds, catch basins, manholes and other structural and non- <br />structural Best Management Practices (BMP's). The purpose of this system is to safely <br />and efficiently convey and treat storm water runoff that results from the creation of <br />impervious surfaces. <br />Since 2003, in compliance with the provisions of the Federal Clean Water Act; <br />Minnesota Statues Chapters 115 and 116, and Minnesota Rules Chapter 7001, the City of <br />Lino Lakes has been required to develop and implement a Storm Water Pollution <br />Prevention Program (SWPPP). The SWPPP must satisfy the State of Minnesota's <br />General Permit requirements authorizing the City's discharge of storm water associated <br />with municipal separate storm sewer systems. <br />The storm water program for Municipal Separate Storm Sewer Systems (MS4's) is <br />designed to reduce the amount of sediment and pollution that enters surface and ground <br />water from storm sewer systems to the maximum extent practicable. <br />The City's Storm Water Pollution Prevention Program includes: <br />(1) The Best Management Practices (BMP's) that it will implement for each of the <br />six (6) storm water minimum control measures required by the General Permit <br />including: Public Education, Public Participation and Involvement, Illicit <br />Discharge Detection and Elimination, Construction Site Storm Water Runoff <br />Control; Post - construction Storm Water Management; Pollution Prevention <br />and Good Housekeeping. <br />(2) Measurable goals for each of the BMP's, including, as appropriate, the months <br />and years in which the City will undertake required actions, including interim <br />milestones and frequency of the action in the narrative; <br />(3) Estimated yearly timelines in which the City will implement each BMP; and, <br />1 <br />
