Report Funding <br />The original 2006 report was completed at a cost of $18,000. The 2010 update was <br />prepared at an estimated cost of $5,000 plus any additional service billed on an hourly <br />basis. Funding for the reports is provided by the city's Surface Water Management <br />Fund. The Surface Water Management Fund is adeveloper funded trunk storm water <br />account established by the city council in 1994. The purpose of the fund is to meet the <br />administrative, planning, ponding, mitigation and water quality needs resulting from <br />development. No property tax dollars were used to cover the cost of the reports. <br />Summary of Storm Water Utility Benefits <br />• The city operates a storm water management system and there is a cost to <br />maintaining that system. <br />• There are mandated Federal and State storm water program requirements that <br />all cities must meet. <br />• City residents already pay for these costs through property taxes. The Storm <br />Water Utility is just a different method. <br />• The Council maintains control over the storm water management budget. <br />• The council approves the storm water utility budget and the projects each year. <br />• A separate storm water utility budget makes expenditures more transparent for <br />city residents. <br />• The utility will NOT fund construction of improvements for new development. <br />• The storm water utility is more equitable to all users— the more storm water <br />runoff a property contributes to the system the more the property pays resulting <br />in lower costs for single family residences. <br />Representatives from Short, Elliott, Hendrickson, Inc., the city's consulting engineering, <br />will be present at the meeting to provide an overview of the utility and address <br />questions. <br />RECOMMENDATION <br />Complete public hearing.
