1989 CITY FINANCIAL HEALTH SEMINARS <br />CHANGES TO THE 1989 MINNESOTA FINANCIAL HEALTH PROFILE <br />In addition to increasing the number of cities included in the MFHP, we have <br />made several changes to the profiles. Briefly, those changes are: <br />Indicator 5: Trend in Mandated County Welfare Services (formerly Trend in <br />Individual Economic Status) <br />Due to Federal and State tax law changes, (tax simplification) <br />Per Capita Federal Adjusted Gross Income figures are no longer <br />available on a basis comparable to prior years. We deleted that <br />portion of the indicator and added Net Welfare Costs for the <br />counties. <br />Indicator 7: Trend in Revenue Sources <br />Federal and State sources of Intergovernmental Revenues have <br />been expanded to show more detail. <br />Indicator 8: Change in Property Tax Levy <br />We have added a subtotal, Property Tax Levy, for clarification <br />purposes. It is the total of Limited Levy and Other Local Levy. <br />Indicator 15: Trend in Outstanding Bonded Indebtedness <br />Five major types of bonded debt are shown together with the all <br />other bonded debt category. Total Bonded Debt is shown as well, <br />and should agree with the total in audited financial statements. <br />Appendix A: Revenues and Expenditures Per Capita <br />Instead of listing only the cities by seminar for comparisons of <br />revenues and expenditures per capita, we have listed all 191 <br />cities Included in the MFHP and expanded the comparison categories <br />from four to ten. <br />
