WS - 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br />Date: Council Work Session, February 8, 2006 <br />To: City Council <br />From: Gordon Beitke <br />Re: Resolution for VLAWMO Special Taxing District <br />Background <br />Throughout the past two years, discussions have occurred within the VLAWMO Board <br />and member units as to the need to restructure VLAWMO to in order to have the <br />necessary resources to effectively manage the water resources within its jurisdiction. <br />Recently, member units, including Lino Lakes, agreed to extend the joint powers <br />agreement for an additional year in order to allow for the exploration of ways to obtain <br />adequate financial resources, as well as address the need for a water plan and resolve <br />governance issues. <br />The Board of Directors has proposed to address the funding problem by proposing <br />legislation which would make VLAWMO a special purpose taxing district, allowing <br />them to levy taxes on properties within their jurisdiction. The Board is seeking <br />resolutions of support from its member units for this legislation. <br />Jeff McDowell, Lino Lakes representative on the VLAWMO Board, will be present to <br />discuss this proposed legislation and resolution with the Council. <br />Requested Council Direction <br />Staff is requesting that the Council determine its position on the resolution at the work <br />session in order for the VLAWMO Board to be aware of the intention of the Lino Lakes <br />City Council for their February 9 meeting. Formal action by the City Council is <br />scheduled for Monday, February 13, 2006. <br />1 <br />
