• <br />• <br />• <br />AGENDA II EM 3a <br />STAFF ORIGNINATOR: Gordon Heitke, City Administrator <br />MEETING DATE: February 13, 2006 <br />TOPIC: Resolution No. 06-25 Supporting Designating Vadnais Lake Area Water <br />Management Organization as a Special Taxing District Under Minnesota Statutes 275.066 <br />VOTE I; REQUIRED: 3/5 <br />BACKGROITND <br />Throughout the past two years, discussions have occurred within the VLAWMO Board and <br />member units as to the need to restructure VLAWMO to in order to have the necessary <br />resources to effectively manage the water resources within its jurisdiction. Recently, member <br />units, including Lino Lakes, agreed to extend the joint powers agreement for an additional year <br />in order to allow for the exploration of ways to obtain adequate financial resources, as well as <br />address the need for a water plan and resolve governance issues. <br />The Board of Directors has proposed to address the funding problem by proposing legislation <br />which would make VLAWMO a special purpose taxing district, allowing them to levy taxes on <br />properties within their jurisdiction. The Board is seeking resolutions of support from its <br />member units for this legislation. <br />RECOMMENDATION <br />Staff is recommending the approval of Resolution No. 06-25 <br />ATTACIEVIENT <br />1.
