According to M.S. §471.345, subd. 2, a "contract" is an agreement <br />entered into by a municipality for the sale or purchase of supplies, material, equipment or the <br />rental thereof, or the construction, alteration, repair, or maintenance of reel or personal property. <br />As a lease is similar to both a rental and a purchase, this would be subject to competitive bidding, <br />provided time dollar amount is expected to exceed $6,000.
