CONTINUED PUBLIC HEARING to consider a Rezone to Planned Unit <br />Development and PUD Development Stage Plan/Preliminary Plat for a mixed <br />density residential development (222 single family lots and 85 unit multi -family <br />building) to be called NorthPointe, located at the southeast quadr ant of 20 th <br />Ave. S (CSAH 54) and Cedar Street <br /> <br />K atie Larsen, City Planner, presented the staff report . Staff recommended approval of <br />the PUD Development Stage Plan/Preliminary Plat and Rezone . <br /> <br />Mr. Laden excused himself from this issue based on a conflict of interest. <br /> <br />Board members discussed the proposal with staff. Discussion included: <br /> <br />- Traffic and safety issues – t urn lanes are needed. <br />- Traffic study was reviewed by the city engineer. <br />- Existing trees and shrubs in the right of way should be removed for s ight safety. <br />- Drainage issues were addressed and need to be improved. <br />- The City is working through specific grading issues. <br />- The City will want to review a n oise analysis prior to final plat approval. <br /> <br />Developer, Larry Olso n, AJE Companies , was present. Mr . Olso n stated that they are <br />working with the city to address all concerns and he has no issues with the list of <br />conditions of approval. <br /> <br />Acting Chair Hyden declared the Public Hearing open at 6 :58 p.m. <br /> <br />Sharon Pignato, 6709 20 th Ave S ., asked about the ti meline of this development. Staff <br />explained the proposed phasing plan. Ms. Pignato stated that they moved to Lino Lakes <br />for its commitment to being rural. She said their road is not designed for extra traffic and <br />expressed concern for safety of children . She stated concern that t urn lanes would be in <br />her front yard. She asked about zoning laws. Staff noted that the area is guided for <br />medium density and this development would be consistent with the city’s comprehensive <br />plan Ms. Pignato was c oncerned a bout traffic, noise and safety on the road. She was <br />additionally concerned about traffic on County Road J and Birch St. <br /> <br />Julie McNeel y , 6687 20 th Ave., was concerned that proposed driveways will direct <br />headlights right into her windows. She was concerned for her quality of living. She <br />wondered if landscaping could help to mitigate the lights. <br /> <br />Mr. Evenson made a MOTION to close the Public Hearing at 7 :10 p.m. Motion was <br />supported by Mr. Root . Motion carried 4 - 0. <br /> <br />B oard member s discussed traffic issue s and asked if the developer could include some <br />landscaping that could mitigate the effect of headlights s hining into existing homes .
