Mr. Tralle stated that a motion had already been passed for the application. <br /> <br />The board took a 10-minute recess at 7:57 p.m. <br /> <br />The meeting reconvened at 8:08 p.m. <br /> <br />C. PUBLIC HEARING for a Conditional Use P ermit for earth material excavation <br />and storage at 6497 12 th Avenue, A.I.T. <br /> <br />Mr. Studenski presented the staff report. He added that Anoka County does not require <br />any permits for activity from this site as th e site does not direc tly access onto a county <br />road. He stated the deadline for this app lication is June 7, so the City Council would <br />have to take action at the May 19 meeting. Therefore, the board would have to take <br />action at this meeting to meet the time frame. <br /> <br />Mr. Studenski described the site layout per the exhibits includ ed in the staff report. He <br />noted that they will only access the westernmost pile across the ditch if it becomes <br />necessary to obtain the required amount of fill. <br /> <br />Mr. Studenski said that the Rice Creek Watershed District (RCWD) has not taken action <br />on the project at this time. He said the applicant does not intend to move any trees on <br />either site. He explained that the activity going in and out of The Preserve site will be <br />intense at some time regardless of where th e dirt comes from. He added that this is <br />possibly the shortest truck route possible to the site. <br /> <br />Mr. Studenski reviewed the conditions of approval that staff suggested for this <br />application. He added that Condition 15 w ill be changed to read that no permits are <br />required by Anoka County. <br /> <br />Mr. Studenski stated that the ponds will be monitored to discharge water prior to reaching <br />the ditch. He does not anticipate issues a nd added that the city and RCWD will monitor <br />the flow. Mr. Studenski said that pumps will run continually in order to work effectively. <br /> <br />Board members discussed the possibility of usin g flags and limiting the speed of trucks in <br />order to help with traffic flow. Staff stat ed that traffic activity on Birch St. will be <br />monitored and that flagging will be required if determined to be necessary for safety. <br /> <br />Board members discussed the proposed ponding areas, including slopes, pond depths and <br />vegetation. Mr. Studenskin explai ned that the applicant will vegetate according to city <br />specifications. He said that one pond will be very shallow and the one to the west of the <br />house will be 18-20 feet below the water table. He noted that the smallest pond is the <br />least desirable and most expensive to ex cavate, therefore the specific process of <br />excavation will be determined by the contractor. <br />
