CONTINUED PUBLIC HEARING for a Co nditional Use Permit for a Rural <br />Residential Planned Unit Development to be called Moon Marsh, 8300 East <br />Rondeau Lake Road, Brian Wessel <br /> <br />Mr. Smyser presented the staff report. <br /> <br />Mr. Smyser discussed items that have been resolved since the last meeting, including <br />stormwater volume, building pads and lot li nes, groundwater eleva tion, septic design and <br />function. Staff recommended a pproval with the conditions as listed in the staff report. <br /> <br />Staff explained that the homeowner’s asso ciation will be responsible for owning and <br />maintaining the private road. <br /> <br />Mr. Smyser explained the septic system design that will be used on the development, and <br />added that staff is impressed with the sophistic ated system. Mr. Smyser noted that there <br />will be a maintenance agreement in place for the septic system. <br /> <br />Mr. Tralle reopened the P ublic Hearing at 6:42 p.m <br /> <br />Mr. Brian Wessel, 8300 East Rondeau Lake Roa d, applicant, stated that he appreciates <br />the board’s input and staff’s cooperation. He said he is looking forward to going before <br />city council with this project. <br /> <br />Mr. Laden asked how the AUAR process went for Mr. Wessel. Mr. Wessel responded <br />that the AUAR was very appropriate to protect the environment. <br /> <br />Mr. Pogalz made a MOTION to close the Publ ic Hearing at 6:44 p.m. Motion supported <br />by Mr. Hyden. Motion carried 5-0. <br /> <br />Mr. Laden made a MOTION to recommend ap proval of the Conditional Use Permit for a <br />Rural Residential Planned Unit Development to be called Moon Marsh at 7330 Lake <br />Drive, with the conditions of approva l as listed in the staff report. <br /> <br />Motion was supported by Mr. Hyden. Motion carried 5 - 0. <br /> <br />VI. DISCUSSION ITEMS <br /> <br />A. Concept Plan of Main Street Village <br /> <br />Mr. Smyser reviewed a concept plan for Main Street Village. Mr. Smyser stressed the <br />importance of circulation for traffic flow and safety. He explained that staff is still <br />reviewing options for this site. <br /> <br />Mr. Smyser noted that staff is waiting fo r geotechnical information, including soil <br />borings. He stated that staff recently learne d that MnDOT turned right-of-way (old Otter <br />Lake Road) back to Anoka County, whic h may help facilitate the project. <br />
