PUBLIC HEARING to consider Amending sections of Cha pter 1010 of the City Code relating to the regulation of signs in electio n years Michael Hyden arrived at 6:36 p.m. City Planner, Jeff Smyser, presented the staff repo rt. Staff recommended approval of the City Code Amendment. Staff addressed questions of the board. Board members suggested that the city consider limi ting the size and material of noncommercial signage during non-state election yea rs. It was suggested that staff refer to the existing city requirements for temporary sig ns. Vice-Chair Pogalz declared the Public Hearing open at 7:10 p.m. There was no one present to speak. Mr. Hyden made a MOTION to Close the Public Hearing at 7:10 p.m. Motion was supported by Mr. Nelson. Motion carried 5 - 0. Mr. Laden made a MOTION to recommend approval of Am ending sections of Chapter 1010 of the City Code relating to the regulation of signs in election years, to include a revision to the proposed text that would replace al l of the existing paragraphs (13)(a) and (b) and read as follows: (13) Signs in Election Years: In state general ele ction years, the provisions of Minnesota Statute 211B.045, as amended, shall apply . Notwithstanding other provisions of this chapter regulating the allowed size or numb er of signs, in city election years all temporary noncommercial signs of any size may be po sted in any number without a permit from 46 days before the city election until ten days following the city election. Other requirements of this chapter, incl uding those regarding the location of signs, shall continue to apply. Motion was supported by Mr. Evenson. Motion carrie d 4- 1. (Nelson voting nay.) VI. DISCUSSION ITEMS A. 2010 P&Z Board Action Summary Staff provided a summary of actions taken by the Pl anning & Zoning Board in 2010.
