Planning&ZoningBoard <br />May10,2006 <br />Page 6 <br />APPROVED MINUTES <br />BrianBoroussa,MFRAEngineering,andJasonHusveth ,ecologi st,CriticalConnections, <br />werepresent onbehalfof thede veloper. <br />Mr.Husvethrespondedto publiccomment s .Heclarifiedthat the required wetland <br />replacementforthis developmentis2:1 .Headdedthat anadditional 39acresof <br />proposed wetlandrestorationisabovea ndbeyondtherequiredamount. <br />Mr.Husve th explainedthattheDepartmentofNaturalResourceshasdeclaredtherare <br />orchidsfoundonthissitetobean endangeredspecies ,therefore preventingthe ability of <br />removal .Th is restricted thelocationof aroadthroughthisarea. <br />Mr.Husvethstate dthatthet reetags wereforinventorypurposes,trackingthe locations, <br />speciesanddiametersoftreeslastspring.Headdedthatthisinformationwasconsidered <br />duringthepl anningprocess inhelpingtoguidethelocationofroadsandtrailsthrough <br />th is development. <br />Mr.Husveth notedthattheamountofuplandareabeingpreservedis fairlylow ,andthat <br />75percentiswetland.Headdedthatthisleavesav erysmalldevelopmentwindowfor <br />theplacementof housesandroads .Hesaidthataboutfivetot enp ercentofupland is <br />goingtoconservationareas. <br />Mr.Husveth explainedthat waterentering thewetland areawillbeconsistentwith <br />constructionrunoff.Mr.HusvethwastheecologistintheFoxboroughdevelopment ,and <br />addedthattheb lockageofflow inthatdevelopment maybeduetobeaverdams.He <br />addedthatan 80 -pagestewardshipplan forthissite isavailabletoany one interested. <br />Boardmemberssuggestedthatcitystafflookintothepossibilityofimprovingtheentire <br />pondonthenorthendof thesite.Mr.Smyser statedthatcity staffcandiscuss the <br />possibilitieswith M r.Husvethonthepotential toimprovethewholepondatonce .Mr. <br />Husvethaddedthatindividuallandownerswouldneedtobeincludedinthiseffort. <br />Mr.Husvethgaveasu mmaryoftheplans for wetlandrestoration .Hestatedthat th is <br />development willincludeenhancingthequalityofwetlandsthrougha ggressive <br />vegetationmanagement ,enhancingaesthetics ,wildlifev alueandecologicalintegrity. <br />Boardmemberswereconcern edaboutadditionalimpervioussurface,increasedrunoff <br />anddrainageissues.Mr.Husveth respondedthattheyhave assessed the amountofrunoff <br />andtakenadditionalstepsto infiltratewater,slowing the amountofrunoff. <br />Mr.SmysernotedthatM r.Hu svethhasbeenveryhelpful workingwithstaff,andthathis <br />ecologicalexpertise is appreciated. <br />Mr.Smyseraddressedconcernsaboutparkland.Henotedthat cityparksarecurrently <br />overburdened .Hestatedthata nareahasbeenconsideredforadditiona lparking.He <br />statedthatthe roadwid thwouldallowforpedestrians. <br />Mr.Rafferty requestedthatstafflookintot hepossibilityofdecreasingspeedlimitsin <br />residentialneighborhoodswithnewdevelopments.
