Planning&ZoningBoard <br />November8,2006 <br />Page 5 <br />APPROVED MINUTES <br />Mr.Bengtson explainedthatwhilestaffwasreviewingtheprocess,theydiscoveredthat <br />thesesliversoflandwereguidedPSP.Thecityc annotmerge two pieceso flandifone <br />pieceisdesignatedPSP ,sothiswas anunanticipatedproblem. <br />Mr.Farmer ie statedthatcurrentlythestripsoflandbetweenthemandthelakehavebeen <br />offeredonlytotheadjacentpropertyowners,but askedifs omeoneels e couldpossibly <br />c omeandbuy aparcel .Mr.Bengtsonrepliedthat staff recommended a condition that the <br />parcels wouldonlybeavailableforsaletotheadjacentpropertyowner.Theintentofthe <br />S t .PaulReg ional WaterServicesisto sell theparcels to the adjacent prop erties only . <br />Mr.Raffertyaskedforclarificationonthelotcombinationprocedureandif St.Paul <br />RegionalWaterServices willmaintainparcelsnotadjacenttodevelopedland.Staff <br />clarifiedtheprocess andexplainedthattheSt.PaulRegionalWaterSe rviceswould <br />continuetoholdparcelsnotsoldtoadjacentpropertyowners . <br />M i ke M astro ,1553 L amotteDr .,statedthatt hereisa60 -footoutlotnexttohis property <br />whichhasacity -owned drainageditch that needstobeattendedto.Henotedthatthec i ty <br />alsohaspropertyadjacentto the RegionalWater Ser v i c e sproperty.Hestatedthathe <br />c urrentlyhassolerightsof the use oftheadjacentpropertythroughan insurancepolicy <br />andanannual dockagefee.Hewonderedifhe own ed theproperty,wouldthos e <br />obligationsgoaway .Mr.Mastrowasinformedthatthep ropertyownerwillown the <br />parcelsand St.Paul WaterServices willhaveaccessonly.Hewasinformedthatm any <br />oth ercommunitieshavedonethis. <br />Mr.Mastro saidthathe heardtherewouldbeafee throughthisprocess.Mr.Bengtson <br />explainedthatthisis not the laststepin the process.Theproposalwouldgotothe <br />Met ropolitan Council ,anda minorsubdivision wouldneedtobedoneadministrativelyto <br />divide the property.St.PaulWaterService sw ould betheapplicantandw ould haveto <br />establish anescrowaccountforstaffreview.Staff is not aware iftheregionalwater <br />s erviceswillaskpropertyownersformoney.Ultimately,theproperties will needtobe <br />combined withadjoiningparcels . <br />Mr.Mastro statedthathe hasalreadygiventhereg ional waters er v i c e s his application <br />andfees. <br />Gerry L ind n er,7413 P eltier L ake D r .,statedthathed oesnotwantatrailtocome <br />betweenhimandthelake.Mr.Bengtsonstatedthatthisisnotinanyw ayadiscussionof <br />atraillocation ,andthatthecity’s trailplanindicatesatrailinatheoreticallocation.Mr. <br />Lind n er wantedit statedfortherecordthathedoesnotwantatrailacrosshisland.Mr. <br />Lindnersaidthatthe St.PaulRegional Water Services askedhimtopaytosurveyhis <br />landandhe was wonderingifthecity was goingtohelppaythecostsforsurveying.Mr. <br />Bengstonrespondedthatthecity doesnot payforpropertyownerstohavetheir <br />propertiessurveyed.Itwassuggestedthatit maybemore costeffectiveifmultiple <br />propertieswouldbesurveyedatonce. <br />Mr.Farmer ieaskedaboutthefeesassociatedwiththenextstepoftheprocess.Mr. <br />Bengtson explainedthatfeeswouldberequiredanditis upto the applicanttoworkout <br />who paysfor those fees.
