Pl anni ng & Zo ni n g B o ar d Feb r ua ry 9 , 20 05 Page 5 APPROVED MINUTES Randy Molin, Facilities Manager, stated with respect to landscaping when staff came out in 2003 they were doing some reconstructive planting. He noted they have had success with the plantings on the berm. He indicate d they had taken care of the trees on the lot line, but a number of them had died of natu ral causes. He stated the other trees were looking good and he believed they had done a good job of taking care of the landscaping. He noted the two trees on the berm were 6 f oot tall maple trees. He stated there were bushes on the berm also. Chair Rafferty stated he had the opportunity to have a tour of the Molin plant and was impressed with the facilities and appreciated the tour. Mr. Tralle asked if any of the noise levels would be going up. Mr. Molin replied the outdoor cranes have had favorable comments from the neighbors. He indicated the cranes were electric and very quiet. He stated the reason they were adding the third bay was because at busy times during the year th ey needed to store inventory for upcoming jobs, so they needed to have room for that material. He stated th ey were not increasing production. Mr. Hyden made a MOTION to close the pub lic hearing at 7:18 p.m. and was supported by Mr. Tralle. Motion carried 5-0. Mr. Hyden made a MOTION to recomme nd approval for a Conditional Use Permit Amendment, and Site Plan Review, to allo w for additions to ex isting building, Molin Concrete, 415 Lilac Street and was su pported by Mr. Laden. Motion carried 5-0. E. PUBLIC HEARING for Circle Pines Regi stered Land Survey for Lots 11 and 12, Block 8, and Lots 9-14, Block 10, Lexington Park Lakeview Chair Rafferty opened the pub lic hearing at 7:21 p.m. Staff stated the City of Circle Pines wished to acquire a small area of land on the south side of North Road. This area is covered by co unty road easement for Lake Drive. Over time, the easements in this area became co mplex. Circle Pines wants to clear up the easement definitions to facilitate their prope rty acquisition efforts. A registered land survey (RLS) is a common means of accomplishing this. The RLS is similar to a plat and must be processed like a plat. The entire ar ea proposed for the RLS is within Lino Lakes, so Lino Lakes must review it. Staff presented their analysis and indicated th ere were still outstanding issues that called for additional information. Staff recommended opening the public hearing, taking comments, and continuing the public hearing to the March 9 P&Z meeting. Mr. Hyden asked if they needed to find out w ho the owners are of the tracks. Mr. Smyser replied that was correct that needed to be clarified. Mr. Hyden asked if all of the owners had to be contacted to be ma de aware of what was going to take place. Mr. Smyser replied that was correct.
