Wedel, City Engineer <br /> <br />Re: Tart Lake Road Traffic and Speed Review <br /> <br /> <br />Background <br /> <br />The City has received a few complaints each year regarding perceived vehicle speeding and <br />cut through traffic on Tart Lake Road. The City had a traffic study done in 2009 and the <br />result of the study was that there wasn’t a significant speeding issue and recommended that <br />the City provide additional education to the residents in the area to help them better <br />understand traffic speeds. <br /> <br />This past summer, the City received several e-mails and phone calls again regarding <br />speeding on Tart Lake Road. These complaints triggered the idea of creating a Traffic <br />Safety Committee made up of various City staff to review and evaluate traffic safety <br />complaints as they are presented to the City. The committee contains staff from the <br />Engineering, Community Development, and Police departments. <br /> <br />In order to address speeding complaints it was decided by the Traffic Safety Committee that <br />we needed a process to evaluate complaints consistently throughout the City. We therefore <br />created a document that outlines the process for evaluating speeding concerns. A copy of <br />that process is outlined in the attached memo for your use. <br /> <br />Once the process for evaluating speeding concerns was agreed upon, we then conducted a <br />speed study for Tart Lake Road. The data was collected the week of August 12, 2013. The <br />results of the study and recommendations are shown in the attached memo. <br /> <br />Requested Council Direction <br /> <br />The recommendation from the Traffic Safety Committee was to increase police <br />enforcement of the area and to install drive feedback speed signs. The estimated cost to <br />install the driver feedback signs is $4,000 to $6,400 depending on the power supply for the <br />signs. Staff is asking for City Council direction on whether or not to pursue the installation <br />of the drive feedback signs. <br /> <br />
