Temporary Signage Update <br /> <br />Staff presented its analys is and recomm enda tions regarding temporary signage, banners, <br />and portable signs. He reviewed the suggested def i nitions for tem porary signage, banner, <br />and portable sign, and noted that staff is s uggesting that banners and portable signs be <br />distinct subcategories of te m porary signage. He stated that banners and other flim sy, <br />cardboard, and plastic signage are m o st comm on and are the cause of m o st concern. He <br />added that signage regulation should be cont ent neutral. <br /> <br />Mr. Root co mmended staf f f o r their work on the sign ordin a n ce. He sta t e d he f e lt it will <br />be im portant to build enf o rcem ent into the co st of the perm its and there should be a fine <br />associated w ith violating the sign ordinance. He s t ated that an othe r consideration should <br />be signs with changeable m e ssages and outli ning what the tim e li m it requirem e nts are <br />with these types of signs. <br /> <br />Mr. Tralle f e lt that when a perm it is take n out for 15 days, the perm it holder should be <br />allowed to change the m e ssage on the sign any tim e they want, but after the 15 days, they <br />would be required to remove the sign. <br /> <br />Chair Rafferty stated that part of the problem with signage regulations is going to be <br />enforcem ent. He suggested a perm it cost of $25, the perm it would be issued on a Friday, <br />and the perm it would be valid for 17 days (rath er than 15), which allow s the sign to be <br />displayed for three entire weekends, and th en the signage would be required to be <br />rem oved the following Monday (after the thir d weekend). He felt this would m a ke it <br />easier for staff to enforce the ord i nan ce. He added a perm it could not be taken out on a <br />continuous basis. <br /> <br />Mr. Tralle a s ked who will enf o rce th e ordinan ce. Mr. Bengts on replied it will be a joint <br />effort between the building departm e nt and community developm ent departm e nt. <br /> <br />Mr. Tralle asked if staff is currently enforci ng the regulations with respect to banners and <br />enforcem ent of signage in right-of-way. Mr . Bengtson replied he did not know where the <br />process cu rrently s t ands. Chair Rafferty ask e d staff to follow up on this and report to the <br />Board. <br /> <br />Mr. Hyden stated he agreed with Chair Ra fferty’s suggestion of having 17 day perm its <br />and asked about m a xi mum num b er of tim es per year. <br /> <br />Chair Rafferty suggested that a m i nimum of 17 days between perm its would be <br />appropriate. <br /> <br />Mr. Laden asked if there is a problem with renting portable signs for an extended period <br />and/or having portable signs on a consecutive basis. <br /> <br />APPR OVE D MINUTE S
