• <br />• <br />• <br />In order to ensure that the change over is completed by July 15, we need <br />the city council to approve the installation of the Voice -Over IP System <br />immediately. Equipment order /delivery, telephone lines relocations, etc. <br />require several weeks lead time. <br />Generator Hookup - Currently, there is not any type of emergency power <br />backup for city hall and the ECFE should electrical service be disrupted to <br />the civic complex. The existing generator provides back -up to the Police <br />Department only. Hooking up the generator to provide back -up power to <br />the entire civic complex will result in our ability to continue services <br />(warming /cooling, computers, telephones, lights) in case of a power <br />outage. This was originally planned when the civic complex was built, but <br />was removed as a cost cutting measure. The total project cost to connect <br />the existing generator to the entire civic complex is $70,000. If the city <br />council is amenable to directing staff to pursue providing emergency <br />power to the entire civic complex, we will begin preparing plans and <br />specifications to advertise for bids. The city council will subsequently <br />need to authorize the advertisement for bids, receive the bids, and finally <br />award the contract for this project. <br />Access Control System - Staff has researched the installation of an Access <br />Control System (card readers and security management software) for city <br />hall. This is similar to the system used at the police department. We have <br />had difficulty retrieving keys from past employees and city council <br />members. There is also the possibility of keys checked out by staff being <br />lost or misplaced. The best long term way to provide a secure environment <br />that can be controlled /monitored is to install an Access Control System. <br />The cost to install an Access Control System (including proximity card <br />readers, door status sensors, electric locks, and security management <br />software) amounts to $11,150 for the four interior doors leading to the work <br />area. It would cost an additional $9,000 to install the system to the two <br />"exterior" door locations (The main outside door to city hall and the interior <br />concourse door near the Community Room). <br />REQUESTED COUNCIL DIRECTION <br />Staff is requesting council direction on the above items. It is essential that <br />the city council authorize funding for the Voice -Over IP System on April <br />10th. Secondly, staff requests that the city council indicate their <br />support/non- support for providing emergency power backup for the entire <br />civic complex and the Access Control System. If supported, staff <br />recommends that funding for the above project(s) be designated from the <br />Capital Projects Fund. <br />
