• <br />• <br />• <br />WS - 6 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 6 <br />Date: Council Work Session, April 3, 2006 <br />To: City Council <br />From: Gordon Heitke <br />Re: 2006 — 2007 Council Goals <br />Background <br />The city council conducted a council retreat on February 20 -21, 2006 which included the <br />identification of priority goals. Retreat facilitator Carl Neu has sent his report on the council <br />retreat (attached). The council carried some goals forward which require updating of the <br />objectives and specific actions. Additional new goals were identified which are to be further <br />considered following a review and analysis of the City's long term financial situation. In view of <br />the now known date for the presentation of the results of the community survey, staff has waited <br />to complete the finalization of the 2006 — 2007 goals, objectives and actions until after receiving <br />the results of the survey to allow for any needed changes in issues or priorities based on those <br />results. <br />The communication process to be developed by staff with assistance from identified council <br />members has been discussed at the staff level. Due to Anoka County library and YMCA project <br />activities, work has not progressed to the extent of meeting with council members. It is planned <br />that this activity will be completed and presented to the Council at the May work session. <br />Other decisions made by the Council at the retreat have already been implemented, including: <br />increased use of consent agendas, instituting a summarized -brief form of minutes, and adhering <br />to the adopted city code related to council deliberations. <br />Staff has initiated work on the analysis of the City's long term financial situation and future <br />council financial work session. Meetings have been held with Springsted and the city's auditor <br />to discuss this project and develop a work program and schedule. It is planned to have the <br />analysis completed to allow for a special council work session to be held in late May or early <br />June. <br />Work is also underway on the council guidelines, which is agenda item 8. <br />1 <br />
