• <br />• <br />0 COMPANY <br />March 1, 2006 <br />Mr. Gordon Heitke <br />City Administrator <br />City of Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, Minnesota 55014 -1182 <br />Dear Gordon: <br />Attached is a draft of the Key Observations and Conclusion made by the <br />participants during the City Leadership Workshop conducted on February 20 -21, 2006. I <br />would appreciate your reviewing this draft carefully and letting me or my Executive <br />Assistant, Sharon Wallin, 303 - 235 -0823 or Sharon @executivesupportservices .net, know <br />what changes you deem appropriate to ensure accuracy and clarity before you duplicate <br />the report and distribute it to council and city staff members. <br />This particular workshop addressed a number of significant issues pertaining to <br />leadership goals and direction for the city and how the city council and city staff will <br />work together productively in addressing issues important to the present and future needs <br />of Lino Lakes. The City Council Guidelines will be an important tool establishing the <br />protocols and procedures to be followed by the city council and city staff in their working <br />relationships. It is important that the council communicate fully to the community that <br />from this point forward it is going to be more responsible and assertive in carrying out its <br />responsibilities, performing in a highly- effective and professional manner, <br />communicating fully with the community, and providing leadership direction and policy <br />setting with "one official voice ". <br />Lino Lakes is in a critical transitional period rapidly completing its transformation <br />from a rural community to a progressively urbanized city. The goals this council has <br />identified, especially those pertaining to community visioning, Comp Plan update, <br />financial security, and infrastructure development are paramount to insuring a quality <br />future for the community; a future that truly reflects what the majority of the citizens of <br />the community value and want their community to become over the next two to three <br />decades. This council, during the next two years, will be pivotal in identifying the issues <br />to be addressed and preparing and adopting responsible leadership direction and <br />
