• <br />ws - 7 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 7 <br />Date: Council Work Session, April 3, 2006 <br />To: City Council <br />From: Gordon Heitke <br />Re: Block Party Application Process <br />Background <br />Last year the City Council found itself in the role negotiating conditions of a block party <br />permit at a regular meeting due to the unexpected opposition to the permit by an affected <br />• resident. Staff indicated to the City Council that the block party application and approval <br />process would be reviewed for the purpose of improving the process for both the Council <br />and applicants. Staff has completed this review and is recommending that the approval <br />of block party permits be an administrative action. This will allow for a more timely <br />approval process for applicants and preserve the council's limited time for more <br />significant policy issues. Staff has revised the application form and developed a permit <br />requirement agreement and notification form for affected parties. The new forms and <br />agreement will ensure that the applicant understands all city regulations related to block <br />parties, inform city staff of the planned specific activities and hours, and will allow staff <br />to determine whether all affected parties are aware of the planned event and whether <br />there are any objections. <br />As always, any applicant may appeal the administrative decision to the City Council. <br />Requested Council Direction <br />Staff is seeking Council agreement with the new proposed block party application <br />approval process. <br />Attachments <br />w1.
