Would it be beneficial for the city to postpone this project until spring? • The project has been reviewed by city staff and they need to trust staff’s review . Staff described that the preliminary plat would likely go before the City Council in April, the final plat for the 1st Addition around June and the 2 nd Addition around July or August. Staff explained that the only unresolved item is the wetland delineation boundary from the Rice Creek Watershed District, whi ch does not affect Lot 1. Staff reiterated that the property has been surveyed and elevations have been determined. The RCWD has no opposition to the first proposed lot. Mr. Wedel stated that delaying the project would not change staff’s review . The de veloper has provided all necessary information to make a de cision on the first proposed property . The developer has submitted a survey, existing and proposed contours , and plans for e arthwork to raise the house pads. Ms. Larsen stated that staff has r evi ew ed all of the required information and there is no basis for the city to delay taking action on the Preliminary Plat. She reminded the board that since the last meeting, staff has received design information for the creation of swales and ponding areas and the developer has fine tuned the drainage plan and provided soil borings. Ted Mattke, Mattke Surveying, d eveloper and surveyor, stated that he is a resident of Lino Lakes and has been doing plats in the city for many years. He is a l icensed surveyor and professional engineer. He desc ribed how the proposed improvements to the lots will improve drainage in the area. He e xplained how the ponding area will be excavated and improved. He anticipates that wetland delineation will be completed by the end o f April and they will survey the area right away to present to the city. Mr. Mattke explained how the proposed improvements for drainage will take place. Mr. Judge , applicant, does not see a reason for the city to delay this project. He has submitted al l required information necessary for the preliminary plat to be acted upon. He stated that there are no wetland or drainage issue s with the preliminary plat. He explained that they submitted s oil borings and went out of their way to show that drainage is acceptable with the first proposed lot. He understands the concerns of the residents . He stated that he would not do this project if he t hought he would be doing hardship to the neighbors. Paul Whaley said that a previous proposal for six lots was de nied about 14 years ago . He reiterated his concern for drainage and flooding as well as the value of his property. He is in favor of tabling the project.
