Planning & Zoning Board <br />January 8, 2003 <br />Page 15 <br /> APPROVED MINUTES <br />Chair Schaps declared the public hearing reopened at 8:09 p.m. <br />Staff presented the application by Century Farm North Development Inc. for a 250 unit <br />Low and Medium Density Residential devel opment (Century Farm North) located upon a <br />95.1 acres site north of Thomas Street and east of Sunset Road. To accommodate the <br />development proposal, the following approvals are necessary: <br />1. MUSA Reserve Allocation (85.3 acres) <br />2. Rezoning from Rural to R-1, Single Fam ily Residential and R-3, Medium Density <br />Residential <br />3. A PUD to allow airplane hangers, privat e streets, and multiple buildings on a <br />single lot <br />4. Preliminary Plat <br />Staff advised that the initial plan subm issions were received on November 22, 2002. <br />Subsequently, the City staff has done a re view and prepared a planning report dated <br />December 11, 2002. In this report, staff outlin ed 26 conditions that required additional <br />attention prior to the City taking form al action on the requested development <br />applications. The Planning and Zoning Board heard this application at their December <br />11, 2002 meeting. The applicant, upon discu ssing the items with the Planning and <br />Zoning Board, has responded with both a lette r and revised plans to address certain <br />conditions and provide an explanation as to why they do not want to meet other <br />conditions that were listed in the planning report. <br />Staff noted that revised plans were submitted on December 16, 2002. Bob Kirmis <br />prepared a letter of response dated December 18, 2002, outlining City staff’s position on <br />the various conditions and the applicant’s response to those conditions. Following <br />review, staff was asked to prepare a brief memo that outlines its position on four of the <br />main topics that require further attention prior to having Behm’s Century Farm north <br />proceed. These conditions may significantly influence the overall design of the plat and <br />must be resolved prior to the plat proceeding onto preliminary plat approval and <br />ultimately final plat approval. <br />Staff noted that as identified in the December 11, 2002 planning report, the following <br />conditions were asked to be evaluated in greater detail. <br />Condition 10: The street, located approximately 150 feet north of Carl Street and the <br />Century Trail intersection, be shifted southward to create a full four-way intersection. <br />Applicant’s Response: This change has not been ma de. It is the opinion of the <br />applicant that the “T” intersection will minimize traffic flow to Carl Street. This is, as <br />they described it, a traffic calming effort to reduce traffic flows to both Carl Street and <br />Century Trail. <br />Staff Response: Staff does not agree with the app licant’s assessment of the street design <br />for the following reasons:
