Planning & Zoning Board <br />February 12, 2003 APPROVED MINUTES <br />Page 5 <br />“Tree care & servicing businesses, provided that: <br />• No byproducts are stored on site (woodchips, brush, etc.) <br />• Outdoor storage of vehicles is limited <br />• All outdoor storage is completely screened <br />Planning & Zoning members should direct staff as to their desire to change the zoning <br />ordinance in this way. If such a change is desired, it might be most appropriate to include <br />it with the other proposed revisions to the zoning ordinance that are now under <br />consideration. <br />In conclusion, Staff has followed the dire ction of the Planning & Zoning Board, as <br />outlined at their January 8 th meeting: the applicant and neighborhood residents have met <br />and drawn up a list of conditions to govern the proposed use for the subject property, <br />which is to be controlled via a Conditiona l Use Permit; Mr. Pfingsten has submitted a site <br />plan that details where/what outdoor storage is to take place; staff has submitted possible <br />language to use in amending the Zoning Ordi nance to allow the conditional use proposed <br />by the applicant. <br />As a change to the zoning ordinance such as that being proposed would result in a <br />commercial-type use to occur on propert y guided residential under the City’s <br />comprehensive plan, members may want to examine the need to amend the <br />comprehensive plan. <br />Chair Schaps invited appl icant to make comment. <br />Mr. Pfingsten stated he had met with the neighbors and he understood their concerns. He <br />stated he found they were all agreeable wi th what he had planned, but they were in <br />disagreement with the soil testing. He noted he had been in contact with the previous <br />owner, who stated he had installed a holdi ng tank. He stated the septic system was <br />another issue. He stated the owner had not obtained a permit for the system, but had put <br />it in himself. He stated he did not know if the septic system met the standards today. <br />With respect to the environmental tests, th e former owner was willing to pay for one-half <br />of the test if the lender required it. <br />Chair Schaps asked how much would an envir onmental test cost. Mr. Pfingsten replied it <br />could go anywhere from $2,000.00 to $20,000.00. <br />Chair Schaps asked other than those two issues , where they in agreement. Mr. Pfingsten <br />replied that was correct. <br />Mr. Pfingsten stated he would be willing to put in a street light, wh ich was also requested <br />by one of the residents. <br />Chair Schaps asked staff what kind of inspec tion was done for a Certificate of Occupancy <br />to be issued. Mr. Smyser replied the issue was the septic system, which the City did not
