Studenski, City Engineer <br />COUNCIL MEETING DATE: April 10, 2006 <br />TOPIC: Resolution No. 06 — 56, Approving Plans and Specifications and <br />Authorizing Ad for Bids, Lois Lane Utility Extension <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />On December 12, 2005 the City Council ordered improvements, preparation of plans <br />and specifications, and declared official intent to reimburse certain expenditures from <br />the proceeds of bonds to be issued by the City. <br />It was decided at the November 22, 2005 City Council Work Session to defer all future <br />lot assessments. Therefore, the project will be funded partially by special assessments, <br />and all deferred lot assessments will be funded by the Trunk Area and Unit Fund. <br />When the future lots are created, they will be assessed at that time. <br />A neighborhood meeting was held on March 21, 2006 at which time the proposed <br />layout was presented and questions and comments from residents where addressed. <br />TKDA has prepared the plans and specifications for this work and staff is requesting <br />Council approval of the plans and specifications and to advertise for bids. <br />The schedule for this project is as follows: <br />Open Bids May 15, 2006 <br />Declare Cost to be Assessed and Call Hearing May 22, 2006 <br />Hold Hearing and Award Contract June 26, 2006 <br />Construction Begins July, 2006 <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution Number 06 — 56 Approving Plans and Specifications and <br />Authorizing Ad for Bids, Lois Lane Utility Extension. <br />3. Not adopt Resolution No. 06 — 56. <br />RECOMMENDATION: <br />Option No. 2 - Staff recommends that Resolution Number 06 — 56 be adopted. <br />• <br />
