• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />AGENDA ITEM 6D <br />Michael Grochala <br />April 24, 2006 <br />Consideration of Resolution No. 06 -68, <br />Authorizing I -35E Corridor Roadway <br />Improvement Cost Allocation Study <br />ACTION REQUIRED: Simple Majority <br />BACKGROUND <br />During the last three years the City of Lino Lakes has worked extensively with Anoka <br />County and the 1 -35 W/E Coalition to pursue the reconstruction of the I -35E /Main Street <br />Interchange. Those efforts have been successful in receiving federal funding for <br />preliminary and final design work in the amount of $1,000,000. Additionally, the project <br />has recently been selected for federal funding in the amount of $5,500,000 for <br />construction in the 2009 -2010 program funding years. <br />The reconstruction of the interchange is important not only for improved safety and <br />mobility along the Main Street corridor but also to accommodate commercial and <br />industrial development within the City of Lino Lakes. As with all county roadway <br />projects we are anticipating a local share of the improvement costs. Additionally, <br />commercial and industrial development within the area is dependent on the new <br />improvements. <br />Recognizing the needed transportation improvements and associated costs staff has <br />received a proposal from SRF Consulting Group, Inc., to prepare a Roadway <br />Improvement Cost Allocation Study. The study will outline the roadway infrastructure <br />improvements necessary to support future growth in this area over the next 25 years. <br />Additionally, the costs associated with these improvements will be allocated to the <br />appropriate existing and future development based on traffic generation. <br />SRF has a broad understanding of the transportation issues within this corridor. They <br />recently completed the 35W/35E Regional Corridor Study for Mn /DOT and are currently <br />the engineers for the CSAH 14 Reconstruction from 35W to 35E and are also preparing <br />the preliminary design for the interchange. SRF is proposing to prepare the study in the <br />amount of $16,000. <br />The study is proposed to be funded from state dollars available to the City associated <br />with the turnback of Trunk Highway 49. Anoka County, has also indicated their interest <br />in cost sharing the project up to 50 %. <br />
