• • STAFF ORIGINATOR: CITY COUNCIL MEETING DATE: TOPIC: AGENDA ITEM 6D Michael Grochala April 24, 2006 Consideration of Resolution No. 06 -68, Authorizing I -35E Corridor Roadway Improvement Cost Allocation Study ACTION REQUIRED: Simple Majority BACKGROUND During the last three years the City of Lino Lakes has worked extensively with Anoka County and the 1 -35 W/E Coalition to pursue the reconstruction of the I -35E /Main Street Interchange. Those efforts have been successful in receiving federal funding for preliminary and final design work in the amount of $1,000,000. Additionally, the project has recently been selected for federal funding in the amount of $5,500,000 for construction in the 2009 -2010 program funding years. The reconstruction of the interchange is important not only for improved safety and mobility along the Main Street corridor but also to accommodate commercial and industrial development within the City of Lino Lakes. As with all county roadway projects we are anticipating a local share of the improvement costs. Additionally, commercial and industrial development within the area is dependent on the new improvements. Recognizing the needed transportation improvements and associated costs staff has received a proposal from SRF Consulting Group, Inc., to prepare a Roadway Improvement Cost Allocation Study. The study will outline the roadway infrastructure improvements necessary to support future growth in this area over the next 25 years. Additionally, the costs associated with these improvements will be allocated to the appropriate existing and future development based on traffic generation. SRF has a broad understanding of the transportation issues within this corridor. They recently completed the 35W/35E Regional Corridor Study for Mn /DOT and are currently the engineers for the CSAH 14 Reconstruction from 35W to 35E and are also preparing the preliminary design for the interchange. SRF is proposing to prepare the study in the amount of $16,000. The study is proposed to be funded from state dollars available to the City associated with the turnback of Trunk Highway 49. Anoka County, has also indicated their interest in cost sharing the project up to 50 %.
