• <br />WS -4 <br />WORK SESSION MEMORANDUM <br />To: Mayor and City Council <br />From: Michael Grochala <br />Al Rolek <br />Date: May 1, 2006 <br />Re: Work Session Item 4 — Draft Storm Water Utility Feasibility <br />Study <br />Background <br />On January 9, 2006 the City Council authorized the preparation of a Storm <br />• Water Utility Feasibility Study. Short, Elliott, Hendrickson Inc., (SEH) has <br />completed a draft of the study for council review. Andy Lamberson, from SEH <br />will be at the meeting to present the study and to answer council questions. A <br />copy of the draft study is attached. <br />• <br />As part of the study process staff identified storm water related costs that are <br />currently incurred or will be incurred by the City as we continue to manage our <br />storm water management system. Also incorporated in the budget structure is <br />funding for storm water related costs associated with street reconstruction <br />projects identified in the Pavement Management Plan (PMP). Storm water costs <br />related to street reconstruction account for over 50% of the proposed storm <br />water utility budget. As such the draft study includes three (3) rate scenarios <br />based on funding street reconstruction related storm water costs at funding <br />levels of 100 %, 75% and 50 %. <br />Pending incorporation of council comments and /or modifications it is staff's intent <br />to place the acceptance of the report at the May 8, 2006 council meeting. It is <br />important to note that acceptance of the study does not establish or otherwise <br />commit the City to establishing a Storm Water Utility. The next steps in the <br />process would include the following: <br />1. Preparation of a Storm Water Utility brochure and mailing to all <br />property owners within the City. <br />2. Two (2) public informational meetings <br />3. Public Hearing <br />Page 1 <br />
