relatively new issue has been factored in- one mandated by law and for the <br />most part good sense -the issue of water quality. Unchecked and ever <br />increasing runoff is impacting the quality of our rivers, lakes and streams <br />through pollutants that are contained in the runoff as well as by erosion that <br />occurs as a result of increasing amounts of storm water that enter into bodies <br />of water at a faster rate. <br />Today, best management practices for managing storm water have changed <br />from collection and piping to retention, infiltration, treatment, and <br />establishing a more controlled and gradual discharge to the receiving body of <br />water. <br />1.2 Mission Statement <br />A logical first step in any comprehensive planning process is to clearly <br />define the limits of the project. One of the best ways to develop consensus <br />among all concerned parties is to establish a mission statement for storm <br />water planning. <br />The mission statement represents Lino Lakes' attitude towards storm water <br />management efforts. To accomplish the goals of the storm water <br />management program, Lino Lakes should have a single consistent approach. <br />The mission statement focuses on what is to be accomplished; the storm <br />water management program will focus on how it will be accomplished. <br />The suggested mission statement is as follows: <br />The City of Lino Lakes envisions a community in which the quality of <br />life is enhanced by a natural and healthy environment and by <br />infrastructure designed and maintained to protect property <br />investment. Toward that end, the Lino Lakes Surface Water <br />Management Program provides a single, comprehensive strategy <br />that addresses existing and future storm water needs in a pro- active <br />manner. The program promotes citizen and industry participation <br />and education, and provides clear direction for properly managing <br />the quantity and quality of storm water runoff surface water, <br />wetlands and groundwater resources. <br />1.3 Program Objectives <br />The primary objectives of the storm water management program are <br />summarized as follows: <br />• Develop and implement a comprehensive storm water management <br />program, including a comprehensive drainage plan and analysis of future <br />facilities (i.e., pipes, ponds, etc.). <br />• Maintain natural and man -made facilities (wetlands, ponds, creeks, <br />sediment basins, storm sewers, culverts, ditches, etc.) for their intended <br />use and function. <br />• Address existing storm water runoff problems and their control. <br />• Provide adequate financing to implement necessary Best Management <br />Practices (BMPs), maintenance activities, water quality programs, and <br />public education. <br />Feasibility Study A- LINOL0602.00 <br />City of Lino Lakes, Minnesota Page 2 <br />
