• <br />• <br />• <br />COUNCIL MINUTES APRIL 10, 2006 <br />DRAFTorm <br />City Clerk Bartell stated the City Administrator has now been advised by the City Attorney that the <br />State of Minnesota has enacted ;similar law that delegates responsibilities to county government. In <br />light of this new law it would be appropriate for the City of Lino Lakes to repeal its ordinance so as to <br />remove any conflict or confusion. <br />City Clerk Bartell noted the Council approved the first reading of the ordinance on March 27, 2006. <br />Councilmember Stoltz moved to approve the Second Reading of Ordinance No. 03 -06, as presented. <br />Councilmember Carlson seconded the motion. <br />A roll call vote was taken. Yeas: Councilmember Reinert, O'Donnell, Carlson, Stoltz and Mayor <br />Bergeson. Nays: none. <br />PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />There was no report from the Public Safety Depaitment. <br />PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />There was no report from the Public Service Depat tnient. <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />Consideration of Resolution No. 06 -56, Approving Plans and Specifications and Authorizing <br />Advertisement for Bids, Lois Lane Utility Extension, Jim Studenski — City Engineer Studenski <br />advised on December 12, 2005 the City Council ordered improvements, preparation of plans and <br />specifications, and declared official intent to reimburse certain expenditures from the proceeds of <br />bonds to be issued by the City. <br />City Engineer Studenski stated TKDA has prepared the plans and specifications for this work, and <br />staff is requesting Council approval of the plans and specifications and to advertise for bids. <br />Councilmember Carlson moved to approve Resolution No. 06 -56, as presented. Councilmember <br />Reinert seconded the motion. Motion passed unanimously. <br />UNFINISHED BUSINESS <br />Consider March 13, 2006 City Council Meeting Minutes (Councilmember Carlson and Mayor <br />Bergeson absent) — Councilmember Reinert moved to approve the March 13, 2006 City Council <br />Meeting Minutes as presented. Councilmember Stoltz seconded the motion. Motion passed with <br />Councilmember Carlson and Mayor Bergeson abstaining. <br />Consider March 13, 2006 Council Work Session Minutes (Councilmember Carlson and Mayor <br />Bergeson absent) — Councilmember Reinert moved to approve the March 13, 2006 Council Work <br />4 <br />
