•
•
AGENDA ITEM 1G
STAFF ORIGINATOR: Rick DeGardner, Public Services Director
MEETING DATE: May 8, 2006
TOPIC: Consideration of Resolution 06 -71, Approving Access
Control System for City Hall
VOTE REQUIRED: Simple Majority
BACKGROUND
As discussed at the April 3, 2006 City Council Work Session, city staff has identified
the need to provide a more secure environment at city hall. With the substantial
investment in capital equipment such as computers and servers as well as important
documents (ie. address files, permits, contracts, etc) it is essential that city hall is more
secure. In addition, we have had difficulty retrieving keys from past employees and
city council members. There is also the possibility of keys checked out by staff being
lost or misplaced.
Staff is recommending the installation of an Access Control System (card readers and
security management software) for city hall. This is similar to the system used at the
police department. An Access Control System is the best way to provide a secure
environment for city hall that can be controlled /monitored.
The total project cost to install an Access Control System is $20,845. This includes
proximity card readers, door status sensors, electric locks, and security management
software for the two "exterior" door locations (The main outside door to city hall and
the interior concourse door near the Community Room) and the four interior doors
leading to the employee work area. Six door release buttons will also be installed at
the front desk areas (Administration, Community Development, and Parks and
Recreation). Staff recommends that funding be designated from the Capital Projects
Fund.
When city hall is open, all areas of city hall (except employee work area) will continue
to be accessible to the general public. When city hall is secured for the
evening /weekend, an access card will need to be used to access city hall.
OPTIONS
1. Approve Resolution 06 -71
2. Do not approve Resolution 06 -71
3. Return to staff for further review
RECOMMENDATION
Option 1
-37-
