• <br />AGENDA ITEM 6A <br />STAFF ORIGINATOR: Michael Grochala <br />CITY COUNCIL <br />MEETING DATE: May 8, 2006 <br />TOPIC: Consideration of Resolution No. 06 -75, Accepting <br />Storm Water Utility Feasibility Study <br />ACTION REQUIRED: Simple Majority <br />BACKGROUND <br />On January 9, 2006 the City Council authorized the preparation of a Storm Water Utility <br />Feasibility Study. The intent of the study is to identify a dedicated funding source and <br />equitable means of funding the City's storm water management program. <br />Short, Elliott, Hendrickson Inc., (SEH) has completed a draft of the study for council <br />review. Andy Lamberson, from SEH will be at the meeting to present the study and to <br />answer council questions. A copy of the draft study was presented to the council at the <br />May 1, 2005 work session. <br />As part of the study process staff identified storm water related costs that are currently <br />incurred or will be incurred by the City as we continue to manage our storm water <br />management system. Also incorporated in the budget structure is funding for storm <br />water related costs associated with street reconstruction projects identified in the <br />Pavement Management Plan (PMP). Storm water costs related to street reconstruction <br />account for over 50% of the proposed storm water utility budget. As such the draft <br />study includes three (3) rate scenarios based on funding street reconstruction related <br />storm water costs at funding levels of 100 %, 75% and 50 %. <br />RECOMMENDATION <br />Staff is recommending acceptance of the report. It is important to note that acceptance <br />of the study does not establish or otherwise commit the City to establishing a Storm <br />Water Utility. The next steps in the process would include the following: <br />1. Preparation of a Storm Water Utility brochure and mailing to all property <br />owners within the City. <br />2. Two (2) public informational meetings <br />3. Public Hearing <br />4. Council consideration of an Ordinance establishing a Storm Water Utility. <br />• ATTACHMENTS <br />1.
