This
application is required due to the current animal ordinance which limits the number of dogs kept on this
property. The regular limit for a property is two dogs, to exceed that number it requires a Conditional Use
Permit and a Dog Kennel License.
The following history of this issue was documented through reports issued by the Lino Lakes Police
Department:
41104pril 7, 2005 Issued a warning for unlicensed dogs and operating an unlicensed private kennel.
August 24, 2005 Issued a citation for unlicensed dogs and an unlicensed private kennel.
September 4, 2005 Issued a `dog at large' citation.
ANALYSIS
Comprehensive Plan, Land Use and Zoning: The table below identifies the existing land use and zoning
as well as guided land uses for the area.
Location
Existing Land Use
Guided Land Use
Existing Zoning
Site
Single Family Residential
Rural
Rural Business Reserve
North
Single Family Residential
Low Density Unsewered Residential
Rural Business Reserve
South
Single Family Residential
Rural
Rural Business Reserve
East
24th Avenue
Right of Way
N/A
West
Single Family Residential
Rural
Rural Business Reserve
Proposed Use:
The applicant is proposing to keep 6 adult dogs which exceeds the number allowed without the approval of a
•dog kennel on site. This is quite clear in all of the various city code documents, but the process, application
type, and requirements are not so clear. There are discrepancies between the City Code and the Zoning
Ordinance when it comes to kennels. The table on the following page outlines those discrepancies:
