WS - 6 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 6 <br />Date: Council Work Session, June 5, 2006 <br />To: City Council <br />From: Gordon Heitke <br />Re: Community Visioning Project <br />Background <br />The City Council committed to undertaking a community visioning project in its 2006 <br />goals and provided funding for this activity in its 2006 budget. The visioning project <br />follows the community survey as the second step leading, to having an updated <br />comprehensive plan. The actual comprehensive plan review and update will begin later <br />this year. <br />Staff sought proposals from four consultants who have a record of conducting community <br />visioning. The four organizations were Dahlgren, Schardlow and Uban; Carl Neu and <br />Assoc., Springsted Inc., and the Hoisington Koegler Group. DSU and the Hoisington <br />Group have responded that they are unable to undertake this project within the next few <br />months due to heavy work loads related to other comprehensive plan update projects. <br />Carl Neu and Assoc. and Springsted Inc. have submitted proposals for your <br />consideration. <br />The proposals and alternatives within the Springsted proposal provide for differing <br />numbers of meetings and numbers of participating groups which influences the costs of <br />the services. Mr. Neu included with his proposal examples of visioning products from <br />three communities which resulted from processes ranging from being more inclusive and <br />expensive to less inclusive and expensive than the process used in his proposal, should <br />Council wish to expand or reduce the process and project cost. <br />1 <br />
