• <br />• <br />• <br />CITY COUNCIL WORK SESSION JUNE 5, 2006 <br />DRAFT Formatted: Centered <br />1 Mr. Jakes referred to the included BMP Timeline/Implementation Schedule that was also <br />2 included in the Council packets. <br />3 <br />4 2005 AUDIT REPORT <br />5 <br />6 I Finance Director Rolek stated Darwin Viker of Larson, Allen, Weishair & Companyw s <br />7 present this evening to distribute the 2005 Annual Financial Report and provide an <br />8 overview of the City's financial statements, present the auditor's management analysis <br />9 and answer questions with regard to the financial condition of the City. <br />10 <br />11 Mr. Viker referred to the Comprehensive Annual Report and pointed out the <br />12 Management's Discussion and Analysis section. He noted this is a narrative overview <br />13 and analysis of the financial activities of the City of Lino Lakes for the fiscal year ended <br />14 December 31, 2005. He indicated this section has not been audited. <br />15 <br />16 Mr. Viker briefly reviewed the basic financial statements of the City. He referred to <br />17 Management Report and reviewed the auditor's comments and suggestions to more <br />18 efficiently run the City's operations or improve its internal controls. <br />19 <br />20 This item will appear on the regular Council agenda Monday, June 12, 2006, 6:30 p.m. <br />21 <br />22 HARDWOOD CREEK DEVELOPMENT UPDATE <br />23 <br />24 Community Development Director Grochala advised the Hardwood Creek Development <br />25 team has been working with staff and Anoka County to determine the scope of <br />26 transportation improvement necessary to facilitate development of the site. Primarily <br />27 these discussions have centered on the upgrade of CSAH 54 (20th Avenue) to a four lane <br />28 divided roadway, the interchange, and the extension of 2151 Avenue North. Additional <br />29 traffic modeling has been completed and has led to additional discussions with Anoka <br />30 County regarding the proposed 3/4 access at the CSAH 14/2151 Avenue intersection and the <br />31 possibility of realigning the existing CSAH 54 to the east of its existing location. <br />32 <br />33 Community Development Director Grochala stated as previously proposed and agreed <br />34 upon by Anoka County, Centerville and Lino Lakes, the new CSAH 14/2151 Avenue will <br />35 be constructed as a 3/4 intersection with the CSAH 14 reconstruction. A 3/4 intersection <br />36 allows for both right- in/right -out movements as well as left turns onto 2151 Avenue. The <br />37 proposed intersection was designed in this fashion due to its proximity to the freeway <br />38 I ramps, to satisfy Anoka County access spacing guidelines, and improve mobility and <br />39 safety along the corridor. However, as traffic studies have been refined it is becoming <br />40 apparent that the limitation of access focuses more traffic onto CSAH 54 and its <br />41 intersection with CSAH 14. <br />42 <br />43 Community Development Direction Grochala stated while additional analysis is <br />44 necessary it is apparent that in both the short term and long term forecasts CSAH 54 <br />45 begins to take a more predominant role in the areas transportation system.
