City of Lino Lakes <br />Comprehensive Plan Update <br />Proposal <br />APPROACH <br />Advisory Panel <br />To begin the process, the City Council will appoint an Advisory Panel. The Panel will support broad community <br />participation and input throughout the Comprehensive Planning Process. It is not intended that they will officially vote, <br />or take positions as a body. Rather, all of their opinions about every topic will be summarized and presented to the City <br />Council. Consequently, we would suggest a large, broad representation of opinions and perspectives and as large a <br />group as necessary to ensure that no one feels left out. The Panel should include the Planning and Zoning Board, <br />representatives from each of the City Boards and Commissions, representatives of the business community, and other <br />City residents. We have discussed the appointment process with City Staff, and we will continue to work with them to <br />refine the process to reach the most effective outcome. <br />Technical Committee <br />The other important body in this process is the Technical Committee. This committee will be appointed by the <br />Community Development Director, and will include representatives of City departments. This committee will contain the <br />expertise and first -hand knowledge of the city and its technical details necessary to drive effective decision - making. <br />Their opinions and recommendations will be presented to the Advisory Panel, Planning and Zoning Board and City <br />Council. <br />The Consultant Team also anticipates the participation of the City Staff as advisers throughout the planning process. <br />Their involvement will be critical to ensure proper coordination with other, ongoing activities and to ensure that the <br />consultants take full advantage of all existing work. <br />We propose a six - phased process as a framework for the Comprehensive Planning process. The attached Process <br />Diagram shows the phases in more detail. <br />Phase 1: Inventory and Analysis <br />This phase includes the initiation of the process with the City Council and Advisory Panel and the collection and analysis <br />of all necessary background data. Data will be collected and analyzed from the following areas: <br />• Land Use <br />• Demographics <br />• Market Analysis <br />• Housing <br />• Natural Resources <br />• Water Resources <br />o Wastewater <br />o Water Supply <br />o Surface Water Management <br />• Transportation <br />• Community Facilities <br />This phase will conclude with a Background Report that summarizes the collected information and a joint Planning and <br />Zoning Board and City Council Workshop to present the Background Report and collect public input. <br />Dellverab /e: Background Report <br />Phase 2: Goals and Policies <br />During this phase, the Advisory Panel will receive the results of the Visioning process being led by Neu and Company and <br />the Community Visioning Committee. Using the input from that process, the Advisory Panel will formulate a set of goals <br />and policies for topic areas to be addressed in the plan. These topic areas will include: <br />• Land Use and Growth Management <br />• Transportation <br />3 <br />
