City of Lino Lakes <br />Comprehensive Plan Update <br />Proposal <br />WORK PROGRAM <br />Phase 1: Inventory and Analysis <br />Task 100: Project Initiation with City Council <br />DSU will present the planning process and respond to any questions or comments the Council may have. The Council <br />will give approval for the initiation of the planning process. <br />The City Council will establish an Advisory Panel to guide the Comprehensive Planning Process. The Panel should <br />include the Planning and Zoning Board, representatives from each of the city boards and commissions, representatives of <br />the business community landowners, key interest groups, community organizations and other city residents <br />Communication Effort #1 <br />This step will trigger the first major communication effort, introducing the process to the public and informing them <br />of ways they can be involved. This effort will utilize the website and other media. <br />Task 101: Project Initiation Meeting with Technical Committee <br />DSU will meet with the Technical Committee to review the process and schedule, agree on roles and responsibilities, and <br />answer questions about the process. <br />Task 102: Met Council Staff Meeting — Regional Issues <br />DSU and City Staff will meet with the Metropolitan Council Sector Representative and other key staff members to discuss <br />issues of regional significance that could be addressed during the planning process. Met Council staff comments will be <br />recorded and summarized for communication to the Technical Committee and Advisory Panel. <br />Task 103: Land Use, Regional Planning Designation <br />DSU will review past studies and reports, and current data and policies. DSU will work with City staff to identify the <br />specific information, statistics, and analysis to be included in the Plan beyond the current comprehensive plan. The <br />information to be collected will include: <br />• Updated existing land use <br />• Land use conflicts and opportunities <br />DSU will review the current comprehensive plan, the city's land use ordinances and other plans and ordinances as <br />recommended by City Staff. With guidance from City Staff and the Advisory Panel, DSU will ensure that any land use <br />alternatives developed during the process are consistent with the long -term vision for the City. <br />It is assumed as part of our cost estimate that City Staff will provide DSU with an updated existing land use inventory for <br />use in the process. <br />Task 104: Demographics and Forecast <br />DSU will conduct an analysis of demographics including any existing projections of population growth in the City of Lino <br />Lakes. Particular attention will be paid to growth or decline that may affect demand for housing, city services, tax base, <br />school enrollment or other key issues. <br />Task 105: Market Analysis <br />DSU will use existing market studies and collect additional data to analyze: <br />• The demand for residential units by type <br />• The market position of housing stock in Lino Lakes as compared to other communities in similar market <br />positions <br />• The demand for office, retail and industrial land uses <br />7 <br />toL <br />71 F <br />DSU <br />
