1 <br />1 <br />1 <br />1 <br />St. Cloud Comprehensive Plan Update <br />St. Cloud, Minnesota <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />The St. Cloud Comprehensive <br />Plan Update sets forth the <br />basic guiding principals for the <br />future of St. Cloud, one of the <br />largest and fastest - growing <br />areas outside the Twin Cities. <br />The Plan evolved through the <br />interchange of information, <br />analysis and response among <br />the citizens, community leaders, <br />staff and public officials of <br />St. Cloud and surrounding <br />townships in a planning process <br />undertaken from 2001 through <br />2003. <br />This Plan replaces the city's <br />previous plan completed in <br />1993, and was necessary <br />both to take into account <br />the considerable growth and <br />change within the community <br />over the past decade, and to <br />implement the St. Cloud Joint <br />Planning District Plan adopted <br />in 2000. The District Plan is <br />the product of a cooperative <br />planning effort involving <br />the five cities of Sartell, Sauk <br />Rapids, St. Cloud, St. Joseph and <br />Waite Park; as well as Benton, <br />Sherburne and Stearns Counties. <br />St. Cloud's growth has, in <br />many places, surpassed the <br />boundaries of the previous <br />Comprehensive Plan, and the <br />city needed a plan to guide <br />development within the city and <br />adjacent areas in a logical and <br />efficient manner and to protect <br />growth and transportation <br />corridors as well as natural <br />resources. The effort developed <br />master plans for several growth <br />areas outside or recently <br />annexed into the city. Planning <br />around and with the numerous <br />wetlands, rock outcroppings, <br />and other natural features has <br />been a main focus of the plan. <br />
